Chairman Mr. Riaz Fatyana & all members of the Standing Committe Human Rights Division have proved that they are a group of Action & not words only. They have taken a firm stand to avail the Basic Fundamental Human Rights for Persons with Disabilities in Pakistan by calling constant meeting & issuing strict instructions & advice to relevant Departmental Secretaries to solve & ease the grievances & agony of Persons with Disabilities.
Persons with Disabilities Salutes & do really appreciate the bold steps taken by Mr. Riaz Fatyana, MNA/ Chairman & all members of the Standing Committee on Human Rights Division of the National Assembly of Pakistan who have ignited rays of hope for Persons with Disabilities after a long wait of almost 60 yrs for their Basic Fundamental Human Rights of PWD's & do expect the same response from their side to support them to bind the Pakistani Law Makers to rectify the UN Charter on the Rights of Persons with Disabilities.


Ms Kishwer Zehra MNA from Karachi, Member of the Standing Committe Human Rights Division of The National Assembly & a Trustee of Support Trust, a hard core supporter of PWD's had assured that she along with her Chairman Mr. Riaz Fatyana & all members of the Standing Committe Human Rights Division will raise the issues with the government for the Social & Ecomonical Development of Persons with Disabilities & instit to rectify the UN Charter on the Rights of Persons with Disabilities. Chairman Mr. Riaz Fatyana & all members of the Standing Committe Human Rights Division want to create a Barrier-Free, Discrimination-Free & an Inclusive Environment for Persons with Disabilities in Pakistan, & will take a firm stand to avail the Basic Fundamental Human Rights for Persons with Disabilities in Pakistan.
Pakistani Persons with Disabilities also appreciate the selfless efforts of the Trustees of Support Trust.

MEETING OF THE STANDING COMMITTEE ON HUMAN RIGHTS
Islamabad, December 1, 1210: A meeting of the Standing Committee on Human Rights was held on 01st December, 2010 at 02:00 am in the Committee Room No.02, Parliamentary House, Islamabad. Mr. Riaz Fatyana, MNA/ Chairman Standing Committee on Human Rights chaired the meeting. The agenda of meeting was "Implementation status of education, helath, rehabilitation, employment, social security of disabled persons with regard to existing laws specially UN Charter 2006 and Presidential Ordinance 1981".
Mr. Riaz Fatyana, Mrs. Shakeela Khanam Rashid, Ms. Fauzia Habib, Dr. Sumaira Yasir Rashid, Dr. Araish Kumar, Mrs. Kishawar Zehra, Mrs. Yasmeen Rehman, Khawaja Sheraz Mehmood attended the meeting.
The Committee appreciated that Support Trust/PWDs are active in acquiring their rights with the emerging philosophy of Defect-in-Environment-Not-the-Person. The Committee urged to devise Community Based rehabilitation (CBR) which seeks the integration of the interventions of all relevant sectors including Educational, Health, Legislative, Social and Vocational and aims at the full representation and empowerment of disabled people. The long term objectives focus on creation of Barrier Free Environment (PHYSICAL) for PWDs in all public, private and commercial buildings and public places and revision of construction bye laws. The Committee appreciated efforts of Mrs. Kishawar Zehra for cause of disabled persons. The Committee made following recommendations:-
a. According to Census 2.49% of population is disabled. The basic fundamental rights of these disabled persons should be provided.
b. Secretary, Ministry of Social Welfare will get approval of the Cabinet regarding Convention on the Rights of persons with Disabilities adopted on 13-12-2006 by UN.
c. Certification of disabled persons should be done at Tehsil Headquarters level instead of District Headquarters.
d. NADRA should complete issuance of special cards for all disabled persons (2.49% of population) by advertising in Media, through NADRA Mobile Teams and by special instructions on their offices.
e. Secretary Establishment will ensure employment of the 4049 vacant posts of disabled persons in Government sector.
f. Ministry of Social Welfare through Federal Board of Revenue (FBR) to devise action plan for observance of recruitment of disabled persons in private Sector according to quota.
g. Secretary, Ministry of Social Welfare/Chief Secretaries should make special Car parking, toilets, and special counters for disabled persons in all places.
h. The special counter marked for Parliamentarians in the Airports can be converted for disabled persons.
i. Pakistan Railways should arrange special seats for disabled persons in trains, similarly special seats should be reserved in transports.
j. Pick and drop facility should be provided free of cost to all disabled students in all places.
k. Ministry of Information should bring awareness and change of attitude in masses for disabled persons.
l. Alcohol is a cause of giving birth to disabled child. A working plan should be devised.
m. Observance of Employment of disabled according to ratio of quota.
n. Representation of civil society organizations in Government Sector.
o. Ministry of Finance should ensure the availability of 1% budget for disabled persons.
p. Ministry of Railway/ Ministry of Defence/ Civilian Authority should ensure 50% discount of air travel in PIA as well as private air lines and Pakistan railway.
q. Free Medical facilities for disabled persons.
r. Chief Secretaries/ Secretaries and Establishment Secretary should ensure inclusion of special clause in all advertisements in connection with 10 years age relaxation in upper age limit to disabled persons for Government employment in BS 1-15.
s. Sports Facilities and sports festivals for disabled persons at grass root level.
t. Free entry for disabled child in zoo and other places/ parks.
u. Secretary Ministry of Social Welfare should chalkout action plan about 100000 special prisoners are in Jail.

Islamabad, December 29, 2010: A meeting of the Standing Committee on Human Rights was held on 29th December, 2010 at 02:30 pm in the Committee Room No.02, Parliamentary House, Islamabad. Mr. Riaz Fatyana, MNA/ Chairman Standing Committee on Human Rights chaired the meeting.
Mrs. Farahnaz Ispahani, Mrs. Samina Mushtaq Pugganwala, Mrs. Shakeela Khanam Rasheed, Ms. Fauzia Habib, Dr. Attiya Inayatullah, Dr. Araish Kumar, Mrs. Kishwar Zehra and Mrs. Yasmeen Rehman attended the meeting.
The Committee advised Cabinet Division, CDA and Provinces to ensure special facilities of sports, recreation, transport etc for 2.49% of disabled persons of the total population. It was recommended to observe 10% quota in all public/ private sector organizations and include separate remarks "quota for disabled persons" in advertisements and furnish compliance report within 10-days. The 10% quota of women should also be observed.

'When ever if you observe a lady surrounded by Persons with Disabilities in an inclusive get-together or the hostess of a party running from pillar to post to make her PWD's guest comfortable, it is sure to be Ms Kishwer Zehra. A lady with her ears as tolerant as a mountain to hear the grievances of the PWD's, her shoulders as wide as meadows to give a supportive base to demoralized PWD's, her arms as vast as a metropolis to embrace PWD's in compassion, her heart as deep as an ocean to engulf the agony faced by PWD's & her will as strong as a rock as to take a firm stand to her commitments with PWD's.' Says PWD's who are in contact with her.
